Also, I will use perspectives of liberalist about Greenpeace and International Organization. Greenpeace is an excellent example of collaboration between ındustries and NGOs against environmental problems.Greenpeace has been established a big and effective campaign against using CFCs, for example; refrigerants. Some Non-Governmental Organizations became local organizations but Greenpeace became Global NGOs because it tried national and international environmental problems. “Greenpeace the international nonprofit organization promotes the environmental protection and peace through nuclear disarmament.Founded in 1971 by a group of peace activitists in Vancouver,Canada.” Greenpeace organized its own protest against US’s underground nuclear weapons and it alerted the people and saw to this as environmental threat or problem. There are some environmental actors, organizations and pressure groups.These are non-state actors.Greenpeace (1971) does not accept an aid and sponsor from firms, states and political parties but its sources are tangible and intangible aids of individual. Greenpeace reflects some events to the world by media, Camera, photograph machine, especially internet.Greenpeace is a non-profit organization. Greenpeace became successful its lobby activities over the world. Greenpeace has 27 national 4 regional offices and it maintenance its works in 101 countries also Greenpeace has supporter almost 3 millions people.Greenpeace has work scope such as; “preventing climate change, protection of oceans and ancient forests, elimination of toxic chemicals, against genetically modified organisms, for nuclear disarmament and end of nuclear contamination.” Part - I A) Environmental problems and Campaigns “Greenpeace sees the bulk of global environmental problems falling into four categories; toxic substances, energy and atmosphere, nuclear issues, ocean and terrestrial ecology. Greenpeace works for environmental protection by dividing its attention among these four issues.” Greenpeace works threaten events to our planet. It arranges campaigns and projects against threats. It addresses dilemma of global world and environmental problems. Greenpeace contributes environmental protection with campaigns and protests. Also, Greenpeace has supporters around the world. It has political strategies and it carries out lobbying activities, organize, protest and boycott. Greenpeace may not change projects of government directly but it changes attitudes of public. Greenpeace is independent, activist, scientific and influential. Greenpeace studied on the environmental problems and investigates some solutions. Also, it achieves some campaigns.These campaigns are peaceful activities, negotiations, observer of international agreements, lobby actions, press conferences. B) Working areas and achievements Greenpeace takes its power from volunteers. Scientificialy,Greenpeace uses the science for protection of the environment.It has laboratory is called “Greenpeace Science Laboratory at Exeter University. Science laboratory has some roles such as; Shaping our campaigns,influencing policies and changing opinions.” “US threats of sanctions have reduced the number of whales caught by Norway and stopped whaling by Iceland, though the exact influence of US sanctions is contested” Here, Greenpeace has important role and similar role as a unilateral enforcer.” Its campaign against French nuclear –testing in the south Pacific. As an example of political mobilization around a single issue, in which publicity played a key role this campaign proved extremely successful.” Also, Greenpeace’s camapigns in 1995-1996,and it happened against Spain-Canada fish war.Greenpeace-France struggle can assume as a struggle between state and social actor.Greenpeace is the fastest growing environmental organization in the US and UK, especially in the 1980s. Its members and budget increasing every year and it adds approximately 50,000 new members each month. Also , Greenpeace claimed to regulate as a costly alternative in a oil platform. Greenpeace became association with Shell and bought some share certificates for to participate their conventions. Thus, Greenpeace thought a boycott against Shell firm.Some countries blamed this copartnership and Greenpeace damaged. After that, Greenpeace sold its share certificates as non-profit after the convention. Part- II A) ByPass or interfere government Politics, Lack of Legitimation NGOs bypass(eliminate)and interfere their own government politics so governments lose ability or skill on functions of traditional foreign representation in global world. This condition reduces allegations of legitimation or acceptability of NGOs. Greenpeace carried out a midden prohibition about the ocean in the 1980s. In 2004 Tsunami, the high of 4 metres toxic waste occured in the sides of Somali. An Europe country possibly had left radio active and toxic-waste.That’s the failure of Greenpeace about environment. Greenpeace was failure in mass media and Tv.Mass media ignored human rights and environment so, Greenpeace used the internet. Some countries especially China and USA ignored ecological balance and Climate conditions and so a new situation apperared: Global warming. B) Failures, Remained symbolic Greenpeace was the against to war but could not prevent the Iraq war as it could not weapons of mass destructions, violation of human rights, international law and protection of the environment. Its works sometimes remained symbolic or on the banner.Greenpeace did not achieved increasing of missiles budget especially Bush government in USA. Also, Greenpeace undermined some international trade laws or rules of the WTO. Most of states sign these rules or agreements but this situation creates some dilemmas. Greenpeace wants to remove agriculture, fishing and energy subvantions that damage the environment, and so it clashes with WB in this area. In July 10,1985, France’s secret service bombed flag ship of Greenpeace called Rainbow Warrior, and Portuguese photographer of Greenpeace who Fernando Pereira is died. Conclusion A) International activity stages NGOs carry out international activities on five stages: 1. Providing international effect about national affairs. 2. Co-operation other NGOs 3. Work together another civil society organizations in a state. 4. Work with regional units. 5. Using network between the supporter, governments and individual. Recently, NGO’s importance increased in management of development projects, natural environment and international lobbying and advocacy. Greenpeace transmitted its messages to people and it built up favourable in the public directly. Also, it won a opportunity for activity.Greenpeace expressed for different values and norms such as; non-territorialism, anti-militarism, security and protection of rights individual and nature. Liberals refer international relations has a co-operation and conflict atmosphere so international organizations have a effect as constructive. IO has effect for maintaining stability and welfare on the globalization line. B) Approaches of Liberals Liberalists believe the Capitalism in economics and liberals consider profit, free- market in politically; individual equality, freedom, participant democracy and limited government. For liberals, IO shares common problems of the world. Also, IO increases transnational relationships and provides integration and cooperation as social. In the other words; liberalist is optimistic about the IO in IR. Liberals argue, IO help states their collective action questions or problems. IO provides a kind of protection about individual rights and environment almost all of the world. Likewise, IO contributes international politics so it provides assistance to victims or aggrieveds of international politic. Also, international organizations work environmental protection, war and health problems. Besides, Global events such as; seas, weather, being exhausted of animals generation, forests. Government’s project is important for the world and its consequences may be bad or disaster because projects may effect the nature of the world and environment. Liberals mentioned environmental groups investigate and prepare the reports for protection of environment especially war, industry, WMD and waste matters.
